Eugene Pierre Franquinet was born in Brussels, Belgium on February 21, 1875. Franquinet studied painting with Petit in his native city. He immigrated to America in 1907 and four years later settled in Southern California. He was a resident of La Crescenta until his death on August 29, 1940. Primarily a portrait painter, he also painted figures and landscapes.

Member: Laguna Beach Art Association; Painters & Sculptors of Los Angeles.

Exhibited: California statewide, Santa Cruz, 1931; Santa Cruz Art League, 1938; Golden Gate International Exposition, 1939.
